Elios
doesn't really have any attacks in the anime. But he does have some powers,
especially since he's the carrier of the Golden Crystal. Keep in mind that Elios
and Pegasus are the same person, but in two different forms. Pegasus being the
unicorn form, and Elios being the human form.
- - - Twinkle Yell
This is Sailorchibimoon's attack. Sailorchibimoon calls to Pegasus with the bell
that he gave her. When Pegasus appears, the Golden Crystal on his forehead glows
with a brilliant flash of light and then powers up Sailormoon's attack, beating
the MotD.
- - - Golden Crystal:
The Golden Crystal is obviously very powerful. It's what Neherenia is after
throughout all of SuperS. The Golden Crystal is Pegasus'
horn on his forehead, and if any evil comes near it, it erupts into holy flames.
Elios also powers up Sailormoon and Chibimoon to their super forms, meaning that he has a lot of power, since only the Holy Grail had been able to power up Sailormoon in the Sailormoon S to that point. Elios also powers up Sailormoon's attack to help her beat the Monster of the Day.

in Depth
Elios'
first appearance is at the beginning of the SuperS series. Chibiusa is having a
dream about running through a forest and meeting Pegasus there. Pegasus and
Chibiusa meet and Chibiusa turns into her princess form (with the white dress and
everything). Chibiusa reaches out to Pegasus, but then he disappears. Pegasus
asks Chibiusa to not tell anyone of their brief encounter.
Chibiusa doesn't tell anyone, just like he asked. It turns out that Neherenia, the main baddie of the season, is after Pegasus because he possesses the Golden Crystal. Pegasus is from another world called Elysion and he cann't exist in the human world for a long amount of time. In order to survive in the human world, he has to reside in a human's beautiful dream. That's why the Dead Moon Circus is always after the beautiful dreams of people. It turns out the beautiful dream Pegasus is hiding in is Chibiusa's. That makes Chibiusa's dream mirror the Golden Mirror.
The reason that Pegasus/Elios is hiding in a beautiful dream
is because Elysion, the land that he's destined to protect, has been taken over
and destroyed by Neherenia and the Dead Moon Circus. When Elysion was taken
over, Neherenia captured Elios in human form. To escape from her and to protect
the Golden Crystal, Elios turned into Pegasus and hid in a beautiful dream.
Elios feels that he couldn't do what he was destined to do and failed to protect
his world. With Elysion gone, the next target was Earth. Elios had to find the
right carrier, or messiah so to say, so that they could control the
Golden Crystal and help save Earth and defeat the Dead Moon Circus.
Mamoru is the guardian of Earth, Elios is the
guardian of Elysion. With Elysion gone, beautiful dreams wouldn't exist on
Earth, Elios is also Mamoru's protector. This is more evident in the manga than
the anime, but if Elysion, the world where beautiful dreams are born, is gone,
there'd be no beautiful dreams on earth. Earth's fate depends on what
happens on Elysion. So this makes a special bond between Mamoru/ Prince Edymion
and Elios, since Mamoru is the protector of Earth and Elios is the
protector of Elysion.
At the beginning of the series, the first time Chibiusa and Elios meet, you can tell that there is going to be a special friendship between these two. At the beginning of SuperS, out of any of the inner senshi, Chibiusa was the only person who believed that Elios was on their side and trusted him completely. Elios gave Chibiusa a crystal ball kind of thing which let him talk to her when nobody else was around. They had lots of conversations and talked about a lot of things. It seemed that Elios was the one person that Chibiusa could confide in the most. Even though Elios didn't tell her everything about him, she stayed patient and waited until he was ready to reveal his actual intentions. Soon enough, some romance blooms between the two. It's more evident in the manga, but in both the anime, Chibiusa and Elios share a kiss.
