Unlike the rest of the senshi, Chibichibi doesn't have a transformation sequence. She first transformed when Princess Kakyuu appeared. She later transforms together with Sailormoon.

- - - Attacks
As Sailorchibichibi doesn't have any attacks like the other senshi, her powers aren't really known. She's known as the "light of hope" and Galaxia's Starseed, and supposedly is quite powerful. At the end of the Sailor Stars season, she became a sword for Eternal Sailormoon to fight Galaxia.

- - - - - - - - - - /// Chibichibi in Depth

Chibichibi is a cute toddler that flew down from the sky and landed near Usagi with an umbrella, then continued to follow her around. Usagi at first figured she was a lost child, but found out later that she was something else.

Chibichibi is horribly mischievous and has a habit of being sneaky or dangerous (examples: waving around a stick of fire and throwing antique vases) without realizing. She can't speak anything except variations on the word "chibi" and mimic a few others. Chibichibi also has an amazing talent of walking in on Seiya and Usagi every time they're alone together.

Throughout the Sailor Stars arc, Usagi treated Chibichibi, who hypnotized her family into thinking that she was Usagi's baby sister (we're seeing a pattern here with those pink-haired children falling from the sky), like a daughter or a granddaughter. None of the senshi knew who she was and why she was there. The Starlights suspected that Chibichibi had more to her than she let on, because whenever she was around, they felt Princess Kakyuu's scent, but the senshi didn't let the Starlights bully Chibichibi around, as they were suspicious of the Starlights.

In episode 200, when Eternal Sailormoon's Starseed came out of her body (Sailor Senshi need their Starseeds to survive), Sailorchibichibi started praying and put Eternal Sailormoon's Starseed back into her body. Then with a brilliant flash of light, she turned into Sailorcosmos (you can't tell easily who she is because of the light) and then turned into a sword which Eternal Sailormoon used to fight against Galaxia (Chaos). Galaxia ended up destroying the sword.

In the end, it turned out that Chibichibi was none other than Sailorgalaxia's Starseed, otherwise known as the "light of hope," which Galaxia had sent out when Chaos had consumed her. As Galaxia had felt Chaos taking over her body, she sent Chibichibi, her Starseed, into space, hoping that someone would find it and help defeat Chaos.

So, though this small toddler might not look like much, she technically was the determining factor in the battle between Sailormoon and Chaos. Throughout most of the Sailor Stars act, there are many things that point to Chibichibi's importance, and significant events that happen on account of Chibichibi's presence. At the end, once Galaxia returned to her true self after Chaos' defeat, I'd assume Chibichibi merged into her as her Starseed.
